The Voice-Over becomes the narration that is played on top of the video segment, usually with the audio for that segment muted, lowered - or non-existent, like in the case of many Corporate Video Productions.

A Voice-Over Actor is a person who provides voices for:

In works of fiction, the Voice-Over is often created by a character reflecting back on his or her past, or by a person external to the story, who usually has a more complete knowledge of the events in the Video Production than the other characters.

Directors may also use a Voice-Over in the Video Production because the plot or a character's motivation is not clear. Voice-over is also commonly referred to as "off camera" commentary.
